A major infrastructure project to restore the historic south harbour wall in Palnackie has been completed, marking the end of a three-year effort to safeguard the structure against potential failure.
George Leslie delivered the works on behalf of Scottish Water, successfully reconstructing the harbour wall and securing the long-term stability of the site. The project, which began with early-stage planning, permitting, and preparatory works, culminated in a full rebuild completed three months ahead of schedule.
Initial activity on site began in May 2023, when detailed surveys and ground investigations were carried out to inform the design approach. The project was delivered in two key phases. The first focused on temporary stabilisation measures to ensure the harbour wall remained secure while plans for permanent reconstruction were finalised.
The second phase, which commenced in November 2025, involved the full reconstruction of the harbour wall. This included the installation of more than 100 metres of steel sheet piling, with pile lengths ranging from 7.5 metres to 16 metres. The piling works, delivered with support from Solway Plant Hire Ltd, formed the backbone of the newly reinforced harbour structure.
To facilitate safe working conditions during construction, the project team installed a temporary bund made up of more than 9,000 tonnes of stone. This allowed operatives to carry out works in a controlled environment, particularly given the challenges posed by the tidal harbour location.
Further enhancements included the integration of a new outfall pipe through the sheet pile wall, alongside the installation of a concrete mattress system to provide erosion protection along the riverbank at the outfall point. These measures are designed to strengthen the resilience of the harbour infrastructure against future environmental pressures.
The completed structure is reinforced with 40 rock anchors and supported by a waling beam system, ensuring the long-term durability and stability of the harbour wall.
Tony Fry, Operations Director at George Leslie, highlighted the collaborative nature of the project. He said: “Delivering this project required careful coordination with regulators, the community and the local supply chain. Despite its complexities, we are pleased to have helped secure the long-term future of the harbour for the people of Palnackie.”
The successful completion of the works represents a significant milestone for the local community, preserving a key piece of coastal infrastructure while enhancing its resilience for years to come.
